Capitol Comments – Mississippi State Legislature Week 8 Update

The 2026 Regular Legislative Session continues to move at a steady pace, with today marking the 53rd day of this 90-day session. Lawmakers are now firmly in the phase where general bills must clear key hurdles, and attention is increasingly shifting toward the state budget.

An important deadline is just ahead. Tuesday, March 3, is the deadline for committees to report general bills that originated in the opposite chamber. Any general bill that fails to advance out of committee by this date will be considered dead for the session unless revived through procedural action.

Several key appropriation bills funding Mississippi State University’s agriculture-related units are moving through the process. These entities provide critical research, Extension, and diagnostic support for Mississippi farmers and ranchers.

Senate Bill 3055 provides Fiscal Year (FY) 2027 funding for the MSU Extension Service. Extension remains one of the most direct connections between research and on-farm application across Mississippi.

  • General Funds appropriation supporting statewide Extension operations
  • Continued investment in county-based Extension agents
  • Support for producer education, youth development, and community programming

Senate Bill 3056 funds the Mississippi Agricultural and Forestry Experiment Station (MAFES). MAFES research plays a vital role in improving productivity, efficiency, and resilience for Mississippi producers.

  • General Fund support for agricultural research programs
  • Special Fund authority for externally funded research
  • Continued investment in row crop, livestock, and forestry research initiatives

Senate Bill 3057 appropriates funding for the Mississippi State University College of Veterinary Medicine. The College of Veterinary Medicine is essential to protecting animal health and supporting the livestock industry across the state.

  • Support for veterinary instruction and clinical services
  • Funding for diagnostic and disease response capabilities
  • Continued investment in workforce development for food animal veterinarians

Senate Bill 3058 funds the MSU Forest and Wildlife Research Center. Given the economic importance of forestry to Mississippi, this center’s work remains highly impactful.

  • Research support for forestry and wildlife management
  • Funding for forest products and natural resource research
  • Continued work benefiting Mississippi’s timberland owners

Senate Bill 3059 provides appropriations for the MSU Veterinary Diagnostic Laboratory.

  • Funding for animal disease diagnostics
  • Support for surveillance and rapid response capacity
  • Continued protection of Mississippi’s livestock and poultry industries

MFBF is also tracking appropriations for Alcorn State University’s agricultural programs, which play a key role in Extension, research, and outreach—particularly for small and limited-resource farmers.

Senate Bill 3060 provides FY2027 funding for Alcorn State University’s Agricultural Programs. Alcorn’s work remains an important part of Mississippi’s overall agricultural support network.

  • Support for Cooperative Extension and Agricultural Research
  • Funding for outreach to small farmers and rural communities
  • Continued investment in land-grant programming that complements statewide agricultural efforts

The Legislature is quickly narrowing the field of active policy bills while turning increased attention to appropriations. Funding for Mississippi’s land grant agriculture units remains a top priority given their direct impact on producers across the state. MFBF will continue to keep members informed as the 2026 Regular Session advances.
